In Peer-Groups:
• We will use the iPestl tool from the URBACT TOOLBOX
• The letters in iPESTLE stand for seven ‘headings’ to look at when assessing your local con-text: information, Political, Economic, Social, Technological, Legal and Environmental.
• Which of these areas causes the Implementation Challenges you face in your city
• Also think about the conditions that make things easy – where are the opportunities you could make use of to help your implementation?
• For the conditions that cause implementation barriers, which of the conditions could you al-ter and how?

• In 5 groups, discuss the one case (from the Tori, selected by Helle-Triin) from the per-spective of 5 different social groups (single mom, schoolteacher, major, elderly man (widow), single 20-year-old female, head of LGBTQ+ association of Tori etc.)
• Write down in one poster, what are the benefits and obstacles for the development of that the specific perspective and action
• Develop proposals how to improve that specific actions, what activities would you add?
• Prepare a poster internally about the perspective and person
• Role-Play Theater in the Tori TV station, live discussion about the new IAP developed by city-architect Helle-Triin and her team.

Our Econnecting MANIFESTO (LE)

The guiding question for our Manifesto: Within the urban-rural divide, how can we develop thriving villages and hubs for the region?
Inspiring (and short) input about the New Leipzig Charta about place-based solutions and func-tional areas (=the role of regional planning) (LE)
As a starting point: Each partner presents their selected key mobility and urban regeneration projects of their IAPs (5 min per project)
Group work (4 groups) with four key questions:
1. The 30-minutes territories: What is needed in terms of planning towards a zero-carbon city region?
2. The accessible and welcoming region: How can we stop the population loss and improve quality of life on the regional level?
3. The green region and communities: How can we support the green transition of regions and cities?
4. Urban and regional governance: participation, dialogue in the planning and implementation process. How can we improve the role of unions and city cooperations.
Presentation of a rough first draft of the Manifesto and discussion
